As long as you're buying drinks, you can smoke anything legal in there, including a vape. Hookahs are around $25 to $30 for a setup and I believe it includes an additional coal. Not really done hourly, just until you're done with it.
Can u take your own vape, I have seen it done, but can't confirm its definitely ok. Don't see y not.
