Because They Know That They Can Do That And Get Away With It. I honestly feel there's a good percentage of courtious well meaning employees trying to good job. But if you think about it so many job's we've had in our lives the owners or management have been as dumb as a ROCK and employees have to trudge through the shift being totally aware the bosses are idiots.
