Tell them that the 1954 CA Civil Code dictates that homeowners or apt must keep their homes "livable"! And if they do not comply they are violating the rights of the tenant under that Code !! under civil code 1954 CA the owner of property has to provide "habitable" housing! Otherwise they're violating tenants rights!
