Dont call between 12 and 1. They go to lunch and the phones are off.

If you need to speak to someone on the phone, call around 7:30 AM. That is when they start taking calls.

What is the income limitation for family of 2 ?

Their call center is closed from 11:30-12:30 for lunch as I just called at 11:53 and got their message.
