Yes they are open for dine in but you need a reservation. If you want to try to walk in they might let you in for a small group of maybe 2 or 4 because their tables are not always full, so it wouldn't hurt to ask. But it's best to get that reservation. Also your entire group must be there before you can enter because there is no place to wait inside.
