No you can buy a number as a citizen
Thank you for your interest. You do not have to be a dealer to buy a car at Upstate Auto Auction. We are open to dealers and public individuals. We open at 2pm and the auction begins at 4pm. We require a $500 cash deposit(which is refunded if you do not purchase) to enter and you are allowed to bring one guest for $10.
