Go on there website to see which artist you like. Then you need to set up an appointment for a consult with an artist. There is no fee for a consult. Bring your picture then, & if you both decide to work together, you set up the tattoo appointment & leave a deposit.

I think you can only send it to them if you've scheduled an appointment ahead of time. Which does include a fee. In terms of a recommended artist, it depends on the style of tattoo. Each artist specializes or prefers a specific style.
