I can answer that question as a former manager in the retail industry: every song you hear in a store costs that store money. They have to pay for the rights to each song and some can be rather pricey (the reason you hear a lot of "old" music often. With the large number of stores owned by Target, they would have to pay millions in song fees and the prices would not be as low as they are.
