I would go during lunch or very early dinner if the child is young. You shouldn't have a problem with dirty looks. The staff are very professional.

I wouldn't bring a child as my mom likes to drag our kids to expensive places, the kids dont like the food

In general I'd say yes. As with any restaurant the better the behavior the less looks. I wouldn't say the people that dine here are the stereotypical "crabby old rich folks" you see in movies that are looking to dine in silence.
