Why are the taxi cabs allowed to loiter in the way of the shoppers and the doorways of Target. Their so rude and annoying. Someone needs to explain what "No Loitering" means; the sign is there but Target's management is not complaining either.

Taxi cabs are needed since there are a lot of shoppers who don't drive and have plenty of bags to carry and the cabs facilitate the shoppers need

NYC Taxi cab don't care

While this is true and the service is needed the Loitering in front of the doorway is annoying, their in the way. They should stand by their cabs and out of the way of shoppers trying to exit.
