Yes. This train goes to Hoboken. From there you can take the PATH train to 33rd St. Or take a ferry, or take a bus. The Hoboken station does not connect to New York itself. If you do not wish to go to Hoboken, you can get off at the Secaucus station, and take the Northeast Corridor train, North Jersey Coast Line, Montclair Boonton, or Morris and Essex line that all head to New York Penn Station. From there it is a 7 block walk north.
Yes. You would have to buy a ticket to Penn Station. That means you'd have to transfer at Secaucus. Once at Penn Station, you could either walk to Times Square or take the 1, 2, or 3 train one stop uptown to get there
