Not sure if they do but if anything look into job fair and job club. Also she can always check in with dss to see what they can do to help her
If they do not I know they will help you any way they can. I know the work place on coffeen.street does retrain and helps job seekers.
As Mr Folsom said, she should go to DSS and see if they can assist. If she is taking care of her brother / is the primary caregiver of a totally disabled person, she might be able to get some form of financial aid or even a caregiver to assist her bother. DSS also has many listings for Government jobs and a few free certification courses. It's a great resource, you just have to know what to ask...
