There is also the free old town shuttle that goes up to Kj g St metro. Then you ca mb just take the metro to DC. Also water taxis at the Torpedo Factory.
I would take an Uber. You don't have to deal with parking or traffic/directions issues. The cost is about the same as parking & you are able to relax.
You can rent a car and then drive to the hotel. It's better to park at the public parking facility nearby it costs only $10 per night. You could also park at nearby streets for free during night
Driving in DC is awful. Parking is expensive and hard to find. Take the water taxi or Uber. You will be so happy you did.
