Unless you have a valid military or DOD ID, you cannot shop in the physical store but you can shop online and have things delivered. Contact the store's customer service to find out how.
To enter the base you must show a valid military/DoD ID. Even if you are accompanying a valid ID holder, only the ID holder is authorized to make purchases at tge exchange.
To my knowledge, I've always been asked to show my military id to verify I'm eligible to shop there.
