It's for the new comer fund. I had to do it and so does everyone that's a level 1 entry. They supply soap, shampoo, tokens for laundry and tobacco for new entries that have no money. It was a pain in the butt I agree but it's explained in the papers you sign upon entry. I hated being there but I stuck it out and it made me a better person.
All what money? The income from the carwashes is to buy clothing, cigarettes, etc. for clients who come in with nothing.
