Yes, short answer; "R" rated states under 17 requires accompanying parent or adult guardian, and NC-17 rated states no one under 17 and under admitted; those two ratings are generally given to horror movies; I've yet to find any current horror movies with a PG-13 rating; and of course no matter what, if you're under 18, your parent or adult guardian will tell you if they will allow you to watch whatever movie you want because you are at their discretion

Obey your parents

It's 17+ for an R-rated film, but many horror movies are PG-13. Check online before going. I've been carded at this location.

It depends on the rating of the movie.

If you have someone with you who is over 18, I believe you can watch it.
