Why is it that the hours of operation are to 6 p.m. but they start turning people away at 4:30?

They do that because the amount of people they already have in there to be seen they wont be done with them till closing and if they take more they will be thedd after closing time.

Because they want to make sure they don't have to stay past 6pm. They are state employees and are inherently lazy compared to everyone in normal customer service jobs
