For IDs they usually don't run background for license they will run it. I just went and got my ID with no issue

Not sure about that one but it could be a possibility that they notify the proper authorities that they have someone in the building with warrants you might have a better chance of maybe calling over the phone and ask as a general question sorry I couldn't be of more help
