One for car accidents 3 for brush fires and 4 for residential or commercial buldings . 12 for a citywide emergency meaning a natural disaster . For medical or ambulance service they do not go off anymore?

They must be drills because when i call for an ambulance, i here no sirens. As a matter of fact a few times when i called to speak to an officer, for documenting purposes, no1 even ever shows up anymore. They say they're always out on calls but later when i go for a jog i see them trying to duck & hide from me so I wont see them. Maybe they just bent over to grab something, who knows but im sure they're good cops. Oh i know why youre asking me, you probably called & got the same "they're all out on a call response" yeah, they must be drills. Hopefully its to let individuals like me know that they are there, that they do know, and that they want to help. Because no help is difficult, 10 years with nothing but the skin on your back. . . It takes its toll. I hope they know their help would be greatly appreciated.
