I bought 6 tickets to an upcoming venue for pick up in will call. I am unfortunately not going to be able to attend and would like to know if I can transfer these to my brother in laws name? We are 4 hours away so I’m can’t pick up.

Call whomever you bought your tickets from and ask for a refund. Since you live out of town they will be more inclined than if you were local

I would call The Knitting Factory directly and ask. I think given the situation they could transfer them to someone's name.
