Jose, I think we need more information here. Is the car out of state with you? If you have a manufactures recall, you can take the car to any dealership who services your model for repair. Additionally, your wife can give you a power of attorney and you can register it in the state you are in. Moreover, the CA DMV may have an exemption for smog given that the vehicle is currently out of state and given that you are an active military spouse. If the DMV cannot provide a waiver, I would recommend going through a power of attorney. Make sure that if you do this, your wife puts the CA registration on planned non-operational (PNO).
