Yes you can, you only need a California address.
Which driver license are you trying to "get back" (CA DL or AZ DL)? If you live in AZ, you might be eligible for an AZ DL, but if you had a CA DL, and it was suspended, then you have to "clear" the suspension before "flipping" the CA DL gor the AZ DL (or the other way around).
