You can pay per day without a membership as long as you have ID that proves you live in Hatboro. I think last year it was $15 per person w/out membership. Not sure of exact age but kids under certain age prices are reduced. It's less expensive to buy a membership if you plan on going often. They have many different types.
Not sure of the price , but yes you do need a membership to go and opens around Memorial Day. Give Hatboro township a call.
