The #5 bus tire blew out and the bus slid across the road. Who do I get to talk to about this? What are the emergency plan for situations like this ?

The ones that was not hurt they had to walk the rest of the way because no one could arrange a ride because it was the last route. The operator was very helpful and called his supervisor but his supervisor said. There wasn't a way to get help. And mainly females walking alone. I know things happen that's out of anyone's control but. There should be a back up plan for emgencys. In the middle of an intersection
