This must be their store policy not to sell to civilians. In NY, anyone over eighteen, without a criminal record, can purchase pepper spray under a certain capsaicin percentage. I purchased it at a police shop after filling out paperwork and providing ID. Most pharmacies also sell it with less red tape.
Does anyone know where they do sell them?
