If you cant get any results from your leasing specialist or the head person in charge ...Call HUD in Chicago! Your landlord has to set up an appointment, with time agreed upon with both parties(yourself and him), to enter when you're not home! Or if he has work to do inside and you two come to an agreement that it's ok to enter if you're not there, different story! Otherwise...He's trespassing! After you move in taking possession of the unit, he has no rights to enter without your approval... UNLESS there's an emergency! Ex: flooding, fire, someone's life is in danger, something along that nature! As far as changing locks, he has to have a key that works, law!
Calling HUD is a waste of time, no one gets back in touch with you, and when and if they do. They have a "I don't give a damn" attitude. It's safe to say, public housing sucks! And sometimes HCV aka Sect.8 too.
