One is beacuse of cleaning and the second is because when it gets later heroine addicts try to use the bathroom and shoot up drugs beacuse they know theres not any member from management there and during clean up time they stay in the bathroom forever cause they know staff are busy cleaning hope this helps your question.in my opinion i feel they can come anytime but it makes sense .they dont want people overdoseing in their bathrooms.
