I would think yes? Not 100% sure but its open to the public till dark? Its absolutely beautiful and plenty of space.

It is in City of Columbus, so you may need to call them or Metroparks. There is little room to perform a wedding, but you could possibly do a spontaneous quick exchange of vows with park visitors as witnesses. It would make a good place to grab some wedding party pictures if park visitors are patient. There are plenty of little parks north along the Scioto River that may be more accommodating for the actual ceremony and cost you nothing unless you rent a shelter from Dublin Parks and Rec, which is also very inexpensive.
There isnt a whole lot of place there for people to be present for a ceremony. Unless you're a talking about a very small attendance. Not sure if you need to get any permissions.
