They are sold a lowes, home depot, garden stores, Walmart, target, etc. It measures conductivity in the soil which indicates how moist it is. $10 up to $20 for a better one. It's a plant watering meter or soil moisture meter.

I think you are talking about a meter that reads the moisture content of the soil. It is made by Burpee seed company. You will find it with the flower and plant seeds.
