Actually the park is under County control. You need to contact Hudson County Parks and Recreation.

I'm pretty sure if you contact town hall, they should be able to point you in the direction you need. There's a better spot you may like a lot better. Right next to the Kearny rowing facility, they have a back section complete with a bbq , plenty of tables. An area for children to play plus parking. That might be better for you.
