That is an answer only DMV can give. On their website under "contact us" is the information on how to do that. I believe you may still have to go to the office in person, by appointment.
Not sure what a category 9 license is, as we do not have licence categories with number in this state...if you are trying to acquire a regular drivers license (which is a D) you would need to take and pass a permit test ( written) and a road test. Tests are done at the dmv location
