Membership for our Young Adult (13-23) is $40 a month with no enrollment fee

You would need to visit the YMCA, and speak with member services. They have different options for membership. You'll need to take your parents with you since your are a minor. I do know some health insurance companies pay for memberships.
That I have no answer for. I would suggest you contact your local "Y".
