No. It is sort of a mall with unique little shops. It's a nice place to visit
No there is not any fee associated with going and looking around the shops... unless you would like to make a purchase of some type.
No, there all shops so you can browse as you want and spend what you want. However, there is a museum on the site. It was closed when we visited so you would have to call or check their website to see if there is a cost to see the vehicles in the museum.
