Because there is operating expenses and live music. Sometimes cheap people just hang out and take up space and don't leave tips. CHEAP PEOPLE SUCK

You pay for a ticket to enter , then you have a $15 minimum food and drink charge. And you get to see a very intimate concert :) Great place!

It's a legitimate question. A venue charging a cover charge is a business such a restaurant/bar which needs to make a profit selling food and drink. But why would anyone go there? Just because it sells food and drink? Probably not. Look up the definition of "cover charge" and you'll figure it out. Hint: It has nothing to do with operating expenses. The entertainment they book are not their employees.
