I asked a simple question at Wendy's in Spring Hill, FL. Is the chili gluten free? She said that they weren't allowed to give out nutritional information and that I would have to go over to the sign by the restroom to check. Why can't employees tell?

Correct, if they assume it is and tell you it is, and then something happens, they would become liable.
