They should have asked you to hold politely and turned the headset off. Then they should apologize for having you wait.
Yes they have head sets,sounds like someone locked their's on. You should not hear them talking,

I have never had a problem there. They are always prompt and courteous in their service.
If there headsets are like the other places they can hear you when you pull up. I would have said something to get there attention. If that don't work call and tell manager, sometimes they will give you some free food for reporting it.
This will not be the last time this happens. Next time record your bad encounter you will get faster results
