How are the fuel prices now after July 1 2019? Now I know they don’t have to comply with CA regulations on fuel tax but I’m curious to know if they increase their cost anyway?

They do not, they compete with other gas stations and try to keep prices lower than there competitors. Have you been there? It's always packed because people also come from all over tulare county to get gas.
