He's a very busy man. He's got to make sure the elves are getting their toys finished up in time for Christmas. I'm pretty sure he has more important things to do than sit around at a random park in Missouri all night.
I dont think he is there the week of Christmas.
Just on weekends 6 to 8 or 9 I think.
