It's off on winter
The water is off, but it's a great view from where the water normally is- and visit the rest of the park while you're there. There should be ice skating where the market normally is, just down a bit

I suppose it may be off as its a turist attraction and u have very less turist in winter and due to freezing cold also But yes i am not too sure
