YES
The FOP has a few different lodges depending on where an officer was assigned. Call the district that the officer retired from and ask about which lodge he/she is automatically a member. Otherwise, any FOP member is welcome at any lodge.
I'm sure retired police officers are always welcome but check first, may have to be a member.
