The rule is if you use a seat you buy a ticket. If you're toddler sits on your lap then no ticket but nobody believes a 3 year old or older cold will stay on your lap so over 3 required a ticket.

I believe that if the toddler is in his/her own seat you will have to buy a ticket but if they are sharing the seat then you wouldn't need an extra ticket. Fyi, the seats are huge so if you missy likely you and your toddler would need only one.
