There 4 elevators in the facility, usually its best to take a floor seat because one you go up in levels the seats become very cramped, they usually have a little 100 floor seats but they obviously are a lot more expensive
Yes it is very up to date.
I've only been to the arena once,but I know there is a minimum of handicap parking. Once you are inside the arena there are numerous handicapped accessible bathrooms throughout the building. I'm not sure what you mean by wheelchair services, but I can tell you the arena staff are very helpful with your needs. I would suggest calling the arena if you have specific questions or concerns. There should be someone during business hours to help.
