I keep a throw blanket in my car and regularly take it into restaurants and theaters. Nobody has ever questioned me on it.
I don't know, but the temperature is usually comfortable to the warm side. My wife always carries her sweater in her hand and they never say anything.
I never saw a rule stating not to. They might want to check that you didn't put something like drugs in it but a throw blanket shouldn't be a problem.
