I had the same issue when I called the first time. I think it only does that when the main person/operator is on the line with someone. I tried calling back a few minutes later and it connected immediately, no automated message.
This is a new phone system for them. I just tried as well and experimented with different extension numbers and couldn't get through. I would just go in if I were you. Try to get the cell number of whichever DAV officer works with you would be another suggestion. Good luck!
