Youll need their birth certificate your ID and some form of ID for them (when i was under 18 i used my school student ID card) also i don't think 16 is the age limit.
Most likely you'll need the birth certificate and your ID as well to prove guardianship I believe their minimum age Is 16 for piercings as well
