They do offer tongue piercing but I am pretty sure I saw a sign you have to be 18. I don't think they work on minors even with a parent. Their website should have the that information.
They do tongue piercings. But I'm not sure they'd do it if you're only 13. You'll probably need a parent/guardian to come with you.
