While there is a bar section the dining area is significantly bigger. It seems the area nearby has much more nightlife than Empire itself, so while it makes a good point to start the night it isn't someplace to spend hours on end.
As Travis Hearn mentioned, you can enjoy a nice dinner - grab drinks! I have stayed there until end of night, but its not as good as some other places. If you wait a bit more, with winter coming - Envoy Hotel rooftop bar adds the gazebos(pretty cool). If you are looking for big crowds, or club life I can recommend actual places like that for weekend. Mondays there is one place thats good nightlife, Minibar - get there a around 11PM.
This place has a large bar but it is the extremely large restaurant that is the focus. The bar is upscale and trendy
