If it's illegal in the State of CT, why do New London Police physically abuse female and male inmates by forcing them to sleep on frigid steel plates? Why not follow the law while enforcing it? Why the abuse of women?

NLPD is the embodiment of a corrupt police force. They'll violate human rights and delete the video evidence and pat themselves on the back like they aren't the scum of the earth and a stain on the American judicial system.

They do it because they can get away with it and they consider people guilty until proven innocent. Also, if you're talking about a holding cell, that's different than in a prison cell, where a mattress pad of some kind is required.
