The potential employee has to contact the local ss office to figure out what he will need to show them to obtain a replacement card. If he has a license or non driver ID and his birth certificate that's a great start. I believe he may be able to request it on-line now as well going through the irs website. If he is receiving unemployment or any other benefits he should be able to get help from a caseworker. It's important to keep in mind there is a charge for replacement documents though. Meanwhile if he can show you it's ordered he should be able to begin any training needed based on other legal identification depending on your payroll policies. The confusion might be that he would see the city clerk to request a replacement birth certificate but it would have to be the city in which he was born. I hope this helps and everything works out!
