Are you asking if a non-relative can take your kids for lab work? That answer is no unless you have legally given them the authority to do that. At least that is what I understand.

It could be liability issues. I would hope that if that's the case, then that would be for everyone with children not just you. Call their corporate office, maybe they can better assist you.
I never knew you couldn't take your children to have your blood drawn but I guess, there could be other reasons for you not to take children. Blood bank are a small waiting room and is very quiet.
